Why is the German government destroying farmers lives by announcing which vegetable could be doing it?

Cucmbers, coliflower and bean sprouts were all said to be the cause of the epidemic. Each one has now been cleared but the damage to growers is incalculable. Russia has banned all imports of veg from the EU.
