Will immigration stop someone for warrents over 3 years ago.?

My friend will be returning to a country where he received arrest warrens for fraud but never got charged. Will he be stopped taravelling to any state in America. Should he travel a certain way or not travel at all. Will it only be US airports that he jould avoid?
